In 2016, Harcourt Developments asked Mark to re-appraise their 2013 vision plan and produce a revised concept development strategy for the Bellingham Waterfront site.

The waterfront district was formerly dominated by the site of Georgia Pacific’s pulp, chemical plant and tissue mill and in 2006 Georgia Pacific sold the 137 acre site to the Port of Bellingham. Since that time the City of Bellingham and the Port of Bellingham have been working in partnership to build a vision and plan to redevelop the 237 acre Waterfront District to include commercial, industrial, residential and public areas.
